When a withdrawal is the delta
Restudies and withdrawn queue rows are news — not noise.
Watt Brief · September 9, 2026
A new queue entry gets screenshots. A withdrawal rarely does. That is backwards for site selection. When a large-load row leaves the list, changes class, or opens a restudy window, the public record just moved. Watt Brief treats that move as a delta — one row, one identity, one clock — not as cleanup.
What a withdrawal row is allowed to say
The identity stays source + document ID + event class. The headline names what changed: withdrawn, withdrawn pending restudy, MW restated downward, study window closed, or operator blank where the agency page now shows none. County and ISO stay if the agency still prints them. MW is stated or bounded from the record — never inferred from rumor or from an old press release. If the agency page no longer shows MW, the row says the field is blank on the source, not that the load vanished from reality.
Related dates sit on that same row: posting date, withdrawal date, restudy due, response window. They are not four separate headlines. We do not invent document IDs. Teaching examples on the homepage stay labeled EXAMPLE with a fake ID. Live rows use the ID the ISO or commission printed.
Where withdrawals actually show up
- ERCOT Large Load Interconnection (LLI) status lists and packets — a row that leaves or is marked withdrawn is still a public artifact.
- PJM large-load / IRAS study identities — class changes and restudy clocks are the Mid-Atlantic analogue.
- SPP HILL and peer large-load lists — same idea: the list is the source of truth, not the announcement.
- FERC eLibrary and state PUC dockets — only when the filing itself states a withdrawal, suspension, or restudy of a large-load or data-center interconnection path.
Why the withdrawal binds
BD calendars optimize for entries. Risk calendars need exits. A withdrawn county frees a site-visit slot you were about to burn. A restudy clock pushes interconnection timing later than the deck claimed. An MW restatement downward changes whether the substation story still holds. None of that is a lease comp or a $/kW. It is a pointer to the agency copy.
If the same document ID later reappears with a new class, that is a new delta on the same identity — not a duplicate with a louder title. If a different document ID covers the same campus rumor, it is a different row until the sources merge on the page you can open.
What it is not
A withdrawal row is not proof the project is dead forever. Operators refile. Counties reverse. Utilities reopen windows. It is also not a GPU TCO story and not a comps product. Open the source URL. Match the document ID. If the withdrawal language is not on that page, the row is not for you yet.
