Why we skip empty mornings
No new public-record delta means no issue — we don’t pad.
Watt Brief · September 4, 2026
If nothing moved in the public record, Watt Brief does not send a weekday issue. That is a product rule, not a mood. Empty mornings are skipped. We do not pad with trade-press recaps, restated headlines, or a tour of yesterday’s rows. Silence means the adapters did not see a new identity or a changed record.
What counts as a delta
A row is sent once unless the underlying record changes: a new filing, a vote, a classification, a deadline, a denial. Identity is source + document ID + event class. If the same LLI ID or the same county case number is still sitting there with the same facts, it is not morning news. A headline rewrite is not a change. A magazine recap of a row we already sent is not a change.
Dedup is the product
Dedup is why a paid desk can trust the list. Related clocks — a restudy date, a continued hearing — stay on the existing row. We do not split one agency identity into three items to fill a page. Sample format rows on the site are marked EXAMPLE and are not filings. Live rows appear once, on the issue page, with the ID the agency printed.
Friday is not a digest of the year
Free readers get Friday headlines only: that week’s new headlines, no document IDs, plus two full rows a month on the meter. Friday is not a recap of every queue in North America. It is not last month’s rows again. If the week produced nothing new, Friday is thin. That is the same rule as the weekday skip, applied to the teaser.
Silence is a trust signal
A padded morning trains you to ignore the list. A skipped morning trains you to treat the next row as a clock. Confirm it at the source. If you need noise, other products sell noise. If you need the delta before you book the site visit, you want the morning we did not invent.
On a skip day there is no weekday email and no new archive entry. The cron still runs. It just does not mint an issue when the identity set is empty. That is cheaper than a recap, and it is honest. You should be able to treat a blank inbox as “nothing moved in the adapters,” not as “they forgot to write.”
