From permit stack to press cycle

A data-center permit timeline is a stack of public clocks, not a press kit. Pre-application meetings, completeness letters, planning-commission hearings, board votes, overlay maps, and utility large-load studies usually exist before anyone writes a recap. The chart below is an educational path — typical order and overlapping spans, not a promise that any one campus will hit those months.

Boom-county packets (Loudoun LandMARC and peers) and clerk agendas show the land-use half. ISO and commission paper show the load half. Trade press arrives when the story is easy to caption. Watt Brief keys the row when the packet or list moves. See also When the county vote is the story and the record → press lead-time estimator.

Educational path — overlapping public clocks

  • Pre-app / completeness. Staff intake, completeness, often quiet. The clock is a meeting date or a filed completeness letter.
  • PC hearing. Planning-commission packet and recommendation. Use the hearing countdown if the datetime is posted.
  • Rezoning / overlay. Board vote or overlay rewrite. A denial or a smaller map is the story — 30–180 days before a polished announcement is common.
  • Utility large-load. LLI / IRAS / PUC identity. MW only if the record states or bounds it. Batch and study regimes can stretch this bar.
  • Energization chatter. Trade-press recap and campus marketing. Late. A restated headline is not a new public-record delta.

Heuristic order drawn from common boom-county land-use packets (pre-app, PC, BOS/overlay) and ISO/utility large-load processes (ERCOT LLI, PJM large-load / IRAS, state PUC interchange). Month spans are illustrative teaching bands, not a measured sample and not a forecast. Confirm the posted agenda and the queue ID on the issuing site.

Fact callouts

  • The binding artifact is the packet or the list, not the recap.
  • Related clocks — a continued hearing, a restudy — stay on one identity. Build it with the event identity builder.
  • Count days to the posted hearing: hearing & comment-clock countdown.
  • A vote does not produce a $/kW. It produces a yes, a no, or a smaller map.

What the path points to next

Overlay rewrites and large-load batch rules are the categories that move maps and study order before a campus has a ribbon. Watch the county calendar and the ISO process paper — then confirm the document ID. How we treat a morning with no new identity: Why we skip empty mornings.
